access to email service

I am not advanced user. Running vista home and both IE8 and Firefox latest update. I migrated tol a new notbook recently and am now traveling and in Korea. In Outlook I use two accounts 1) for incoming mail POP3 is my Thailand email service, both POP3 and STMP addresses are 100% correct... nothing has changed from before. The outgoing STMP doesn't matter I don't use this for outgoing. 2) for outgoing at home I use Insight/Roadrunner with access via my Insight broadband / cable service. I migrated to a new notebook before traveling to Korea. In Korea at our small office I changed setting to use our using local broadband address ... only for outgoing mail... the STMP address is 100% correct. I get error mssg for incoming mail but doesn't matter since I have separate account for receiving.

Now the problem, the incoming mail from CS Loxinfo Thailand has worked at times here .... but is spotty and recently I cannot get incoming mail on Outlook. Also I even cannot access CS Loxinfo using the webmail access both in IE8 and Firefox.

Help? So this sounds like a Vista OS problem?.

Security problem? ... or problem due to communication with Thailand or between South Korea and Thailand. Or maybe Windows Firewall or Windows Defender both are turned on.

I can access the Loxinfo webmail on a different machine in the same router network !!
